Public Statement of Impartiality & IntegrityPROQEM – Public Statement of Impartiality and Confidentiality At PROQEM, we recognize that the objectivity and impartiality of our certification decisions form the foundation of our credibility, professional integrity, and the trust placed in us by candidates, employers, and accreditation bodies (such as EGAC). In full compliance with ISO/IEC 17024 standards, PROQEM is publicly committed to the following principles: Commitment to Impartiality & Objectivity All assessments and certification decisions are based solely on objective, standardized evidence of candidate competence. We ensure our processes remain free from commercial, financial, or personal pressures that could compromise objectivity. Management of Conflict of Interest PROQEM continuously identifies, analyzes, and mitigates potential risks to impartiality: The Two-Year Rule: Examiners and assessors are strictly prohibited from evaluating or certifying any candidate to whom they have provided training or consultancy services within the past two (2) years. * Mandatory Disclosure: All personnel, examiners, and contractors must immediately disclose any personal, professional, or financial relationships that may constitute a conflict of interest. Professional Integrity & Anti-Bribery PROQEM enforces a zero-tolerance policy against any form of inducement. Assessors and staff shall not seek or accept gifts, bribes, or incentives that could influence their professional judgment. Confidentiality & Security We guarantee the highest standards of confidentiality regarding examination materials (question banks, practical scenarios, and marking schemes) and candidate records. No information is disclosed to third parties without prior written authorization, unless required by law. Governance of Violations and Breaches PROQEM emphasizes that any breach of the rules of impartiality and confidentiality will result in the enforcement of all deterrent legal and administrative measures. These include the immediate termination of contracts, legal action to claim compensation for damages, and official reporting to the relevant executive authorities and competent accreditation bodies (such as EGAC). |
بيان الحيادية واستقلالية تقييم وتصديق الكفاءات (Public Statement of Impartiality) تُدرك PROQEM أن موضوعية وحيادية قرارات منح الشهادات وتقييم الكفاءات تُعد الركيزة الأساسية لمصداقيتها وسمعتها المهنية، وضماناً لثقة جميع الأطراف المعنية من مرشحين وأصحاب أعمل وهيئات الاعتماد (مثل EGAC). ولضمان التطبيق الكامل لمتطلبات المواصفة الدولية ISO/IEC 17024، تعلن PROQEM عن التزامها الصارم بالسياسات والمبادئ التالية: الالتزام بالحيادية والموضوعية تلتزم PROQEM بإجراء كافة عمليات التقييم ومنح الشهادات بناءً على أدلة موضوعية وموحدة تدل على كفاءة المرشح، دون أي تمييز قائم على العرق أو الجنسية أو الدين أو أي اعتبارات شخصية. تتم إدارة كافة أنشطة منح الشهادات بأسلوب يستبعد كلياً أي ضغوط تجارية، مالية، أو شخصية قد تؤثر على سلامة أو موضوعية القرارات. إدارة تضارب المصالح تخضع جميع عمليات تقييم وتصديق الكفاءات لتحليل وتقييم مستمر للمخاطر المحتملة المتصلة بتضارب المصالح. قاعدة العامين: يحظر حظراً تاماً مشاركة أي ممتحن أو مقيّم في عملية تقييم أو اتخاذ قرار منح الشهادة لأي مرشح قدم له تدريباً أو استشارات خلال العامين (2) السابقين على موعد الاختبار. يُلزم جميع العاملين والمقيميّن والمقاولين بالسرعة المطلوبة للإفصاح الفوري لمدير الجودة عن أي علاقات شخصية، مهنية، أو مالية قد تؤدي إلى تضارب في المصالح. نزاهة العمليات وعدم قبول الإغراءات تحظر PROQEM على كافة موظفيها والمصحيين والمقيمين طلب أو قبول أي هدايا، رشاوى، أو حوافز مادية/معنوية قد تخل بحيدتهم أو تؤثر على حكمهم المهني. حماية السرية وأمن الاختبارات تلتزم PROQEM بالحفاظ على أقصى درجات السرية لجميع مواد الاختبارات (بنوك الأسئلة، السيناريوهات العملية، ونماذج التصحيح) وبيانات المرشحين الشخصية وسجلات أدائهم. لا يتم الإفصاح عن أي بيانات خاصة بالمرشحين لأي طرف ثالث دون الحصول على موافقة كتابية صريحة من المرشح، أو بناءً على متطلبات قانونية وتنظيمية محددة. حوكمة المخالفات والإخلال تؤكد PROQEM أن أي إخلال بقواعد الحيادية والسرية يترتب عليه اتخاذ كافة الإجراءات القانونية والإدارية الرادعة، والتي تشمل الإنهاء الفوري للعقود، والملاحقة القانونية للتعويض عن الأضرار، والإبلاغ الرسمي للهيئات التنفيذية وهيئات الاعتماد المختصة (مثل EGAC). |
